RCRA Compliance - Munitions Treatment Range

The Munitions Treatment Range (MTR) facility is vital to the mission of MCAS Yuma. The MTR is used for the treatment/demilitarization of unserviceable, out-dated, or obsolete munitions. GCE maintains the MCAS contract for the RCRA Hazardous Waste Permit Compliance for the MTR.

Stacy Gutierrez, P.E., C.I.H. manages the sampling, reporting, and training required by the MTR RCRA Part B Permit. Under her direction, Direct Push Technology (DPT) is used to complete post detonation sampling. All samples are analyzed for the Contaminants of Potential Concern (COPCs) identified in the approved SAP and QAPP for the facility.

GCE reviews and evaluates all analytical and data validation reports. When problems are encountered, GCE recommends and implements corrective measures such as re-sampling, or changes in the treatment process. The data is evaluated to assess potential impacts to groundwater. In December 2007, GCE was asked to quickly respond to the needs of MCAS. Re-sampling was necessary at the MTR after the initial sample results indicated elevated per-chlorate concentrations. Within 3 days of the request, the GCE team was mobilized and sampling on site to meet the MCAS deadline. The re-sampling was completed successfully within the tight timeline and all results were incorporated into the annual MCAS perchlorate database.



Additional duties under this contract include: identifying, sampling and closing SWMUs; preparing the associated Class III Permit Modifications; and providing training to military personnel to increase overall knowledge of RCRA and general permit requirements.

GCE successfully provided RCRA compliance services to the MCAS–Yuma since April 2007 by consistently meeting regulatory deadlines, and staying within the contract budget. This project illustrates GCE’s ability to support the Navy and Marine Corps in completing their mission while maintaining statutory compliance with RCRA regulations.
