Asbestos Management Housing Rehabilitation
The US Army Yuma Proving Ground (YPG) houses over 200 military families. This modern research and development facility has been an integral element of our nation’s defense for over 60 years. Over 70 military housing units in the Ironwood and Colorado subdivisions at YPG were demolished and replaced during Fiscal Year 2006.
GCE worked with Harper Construction Company on this successful housing replacement project. GCE completed the thorough asbestos inspections for each of the 70 units and prepared detailed inspection reports for all units planned for demolition. GCE completed the appropriate regulatory notifications and supervised all asbestos abatement and demolition conducted by the abatement subcontractor. GCE was responsible for ensuring regulatory compliance for the duration of the project. GCE monitored the site during all activities to verify that all work was conducted in accordance with OSHA’s prescribed work methods. Ms. Gutierrez trained the abatement crews on Class II asbestos work methods and developed a Respiratory Protection Program and Health and Safety Plan for the abatement subcontractor. GCE was instrumental in assisting the abatement subcontractor in the successful completion of this project for YPG.

Stacy Gutierrez, PE, CIH was the designated industrial hygienist for the project. She conducted all background sampling before the project began and all area sampling during the abatement project. In addition, she completed all personal air monitoring to develop negative exposure assessments for each task of the abatement. Ms. Gutierrez also performed the final visual inspection and conducted final clearance air sampling. She was responsible for review and quality control of all analytical data and for reporting to the Harper Project Manager as well as the YPG Contracting Officer.
